Compliance & Systems Advisor

Known originally as Howard Springs Earthmoving (HSE), the business was established in 1991 by three business partners through their initial investment in a single front-end loader. HSE progressively expanded through acquiring more equipment and servicing larger projects, whose size and scale continued to expand with the growth of the business. HSE joined the Swire Group in 2013.


Today, HSE is a leading specialist provider of largescale contract mining operations to Australia’s major mining companies. The company has extended its expertise to provide pre-stripping and mining services for coal and iron ore operations, operating a large class-leading fleet of specialised mining equipment that provides reliable and innovative earthmoving services.


We are looking for a Compliance & Systems Advisor to join the Safety team, based in our Newstead office. This role will support the Health & Safety Manager in the development and implementation of HSE’s Health and Safety Management System and associated compliance activities. This role requires travel to our various work locations throughout Queensland.


Key aspects of this role include:

  • Support the development and implementation of the compliance management system through framework, policies and procedures
  • Identify and educate HSE on their compliance obligations, including regulatory and legal obligations
  • Assist with ensuring the business’ compliance with mandatory obligations, in addition to non-mandatory obligations to which the company has elected to adhere
  • Measure compliance with HSE’s own Safety and Health Management System Requirements
  • Develop systems and processes to maintain compliance with Client Safety and Health Management System requirements.
  • Report on compliance internally to Management
  • Development and continuous improvement of key Safety, Health and Environment systems and procedures
  • Maintain the HSE Incident Management System and provide training and support to all users
  • Collate and distribute various HSE reports within set timeframes
  • Maintain Safety KPI statistical records
  • Prepare and distribute safety communications, HSE Alert Notices and HSE Statistics
  • Appropriately maintain and file all relevant HSE documentation (including records) within the various Systems
  • Provide support to Operational sites with completion of incident investigations
  • Assist the HSE Training Coordinator in the implementation of business-wide training initiatives.


In order to be successful in this role, it is essential that candidates have:

  • Tertiary qualifications in health and safety or substantial industry experience
  • ICAM lead investigator qualifications
  • Formal Auditor Certification
  • Certificate IV in Assessment & Workplace Training
  • Current open driver’s licence



  • Minimum 5 years health and safety experience in the QLD Coal Mining industry.
